Political Literacy Audit Public Sector

1. Staff understand their own role and value, and their relationship to other staff within the organisation.

6. Managers regularly update staff on policy and legislative changes which are underway, and explain the rationale for changes.

8. Staff are trained to ask questions about the best practice for the delivery of advice or implementation of policy.

9. Staff are aware of the decision-making structure and processes of the organisation and how to influence it.

10. Staff are aware of the decision- making structure and processes of Parliament/Government/Cabinet, and how to influence them.

11. Staff read media releases and public policy statements issued by the ir Minister/s and sector organisations.

Collaboration

1. Managers and staff are encouraged to work with counterparts in other government agencies

2. Managers, research and policy staff regularly meet with counterparts in the NGO and community sectors.

3. Managers regularly meet with workers in the field.

4. There are mechanisms for communicating with relevant sector groups.

5. Managers actively seek input from relevant community and NGO organisations.

6. Managers and staff have a positive creative and productive working relationship.

Parliamentary resources

1. Someone is responsible for monitoring relevant parliamentary literature

2. The person responsible for monitoring parliamentary activity briefs the rest of the staff on a regular basis.

3. Staff understand the parliamentary timetable.

4. Staff have access to reference resources which identify and explain parliamentary personalities and processes.

Report writing

1. Writers understand the expectations and needs of their target readers

2. Realistic timeframes for submissions are observed.

3. Writers actively engage in the submission planning process and understand the constraints and needs of submissioners.

4. Writers understand the needs of government, community and NGO organisations.

5. Writers are able to use a range of language styles to meet the needs of their target readers.

6. Writers understand the need for well-researched choices backed up by an understanding of their political imperatives.

7. Writers understand the function of the community and NGO sector.

8. Feedback to community organisations on their submissions takes place and is always constructive.

9. Writers understand expectations and conflicting agendas at Ministerial and Cabinet level.

Agendas

1. Managers are able to communicate the organisation’s agenda and the timeframe for achievement.

2. Managers and staff are aware of conflicting political agendas.

3. Managers and staff understand the potential impact of conflicting political agendas.

4. Managers and staff understand key local and community issues in light of specific national or global agendas.

5. Managers are aware of key advocacy and activist organisations and their political agendas, and actively communicate with them.

Campaigns

1. There are effective channels for contributing to current or on-going areas of policy development.

2. There are protocols for dealing with media questioning and probing and everyone is aware of these.

3. All staff understand policy and organisational development objectives and timeframes.

4. Staff are encouraged to ‘schmooze ’.

5. Staff understand the difference between leading and contributing to key areas of policy development.
